Anything is possible if someone wanted to set up a separate network for it. However, while I understand the reasoning behind the request (which is often also requested by terrestrial operators wanting to see how far their packets travelled) what you are asking for has no value in the context of the primary purpose of APRS so there is no reason for the existing network to support it.
