Firenet is not a " clone of an APRS-IS server operating outside the APRS-IS".  Firenet is a subnet of APRS-IS.  Any amateur station that transmits a packet while connected to the public port 14580 will be seen on APRS-IS exactly the same as if they were directly connected to an APRS-IS server.  What Firenet adds to directly connected clients is a large quantity of non-amateur radio packets that are injected to the Firenet servers via a local-only port.  Those packets are not passed to APRS-IS.

In other words, an amateur radio client, including IGates, can connect to port 14580 on the Firenet servers and their packets will appear on APRS-IS -exactly- as if they were directly connected to an APRS-IS server.
