I'm using a WebDT 366 running Windows CE 5.0 to host APRSISCE with a Bluetooth link to my TNC and pre-cached OpenStreetMap.org maps. I believe you can run Linux on the same platform, but I'm not sure how much breathing room you'd have for xastir plus maps and such.
