We were always taught that the FEMA ICS standard symbol for Staging Area is a circle with an S in it, and this is what was shown in ICS100 visuals for at least a few years. http://training.fema.gov/EMIweb/IS/ICS100CR/ICS100Vis/06ICS100Facilities_NMSept05.pdf This is handled by the APRS alternate symbol set circle symbol (\0) with an S overlay. Apparently the most recent ICS100 removed that section on Facilities and replaced it with Unified Command, but I have not seen any updated recommendations on map symbols.
