[aprssig] APRS

I have been reading a few articles and wathcing videos on APRS

I am hearing that APRS is not designed for position reporting as such

So I therefore ask the question

If I was to design a high speed, short bursrt, accurate position reporting system, should it not be on APRS frequencies ?

For example say 1200 MHz - MHz wide pulse modulation. with the best GPS resolution I can get
