[aprssig] K6RPT-12 Balloon Track

The balloon has only a 400 mile radio range from its 100 k ft altitude, so there'll be hours of silence before Europe starts hearing it.  Depending on winds, it could be 12-13 hours of killer silence.  Last December's balloon had 12h 36min between the last packet heard by Nova Scotia and the first by the Avores.  However, no Azores this time; too far north.

At that altitude they should be picked up in UK if they are on freq.
