Whats required and has been discussed is an APRS tracker on balloons that changes frequency with longitude. It should be possible to digipeat through ISS across the Atlantic. Whilst not impossible I think it unlikely the Astronaught's would switch frequency and monitor, I doubt they have more than the radio display for viewing APRS.
