What about the license plate scanning technology? Scan the plates and/or see if the software will also recognize name and model badges on the cars or even use image recognition software. At a fixed camera angle that should work well. Ever upload a bunch of pictures to Picasa or Facebook and have the software give you the option to tag one name to a bunch of pictures it already recognizes as the same person in multiple images? IP enabled cameras are cheap these days, you could still scan for RFI with a time stamp and match the RFI capture with the image time stamp and maybe start to build of an RFI signature database that way. A motor I designed was a 350 W (1/2 HP) DC Brishless and without any line filter it destroyed any AM radio reception around.
