Though I know the Chineese don't care, isn't APRS supposed to be licensed with Bob?
 
This page appears to show several different types of "Service", but DO appear to distinguish between Ham and the "pay system" at least on the Server level.  However, it is not clear if the pay system uses APRS or not:
