aprs.fi does not use or require Java in any way, so that is not going to 
make any difference.

JavaScript is a language built directly in the web browser, and is only 
spiritually related to Java. Different languages, different things.

1) Check that aprs.fi is in the normal Internet zone (security zone), the 
bottom bar of the IE8 browser should say "Internet | Protected mode on" or 
"Internet | Protected mode off".

2) Double click the security zone (hopefully Internet) in the bottom bar 
(while aprs.fi is displayed). A dialog called "Internet Security 
Properties" pops up. Select the "Internet" zone if it isn't selected.

3) Then click "Reset all zones to default level" at the bottom of that 
dialog.

That should get you to default settings which aprs.fi works fine on.
