Actualy he was asking about that:
3. Forcibly upshift their callsigns in the headers of 
forwarded/digipeated messages and/or displayed status tables?

That is a big nono, if it is recieved lowercase it should stay lowercase 
and offcourse that would only be posible on the IS.
