Regarding your idea for #2, that would work well for I-Gates, but not for RF stations being digipeated into the APRS-IS by I-Gate stations. There isn't enough room in each individual RF packet to wedge in a digital signature (and still have room for useful payload). Also, it wouldn't be backwards-compatible with old yet legal and legitimate APRS RF stations. My whitelist idea isn't just to check the identity of the I-Gate stations, but also of the RF stations they are forwarding. Such efforts could try to keep these LPD stations out of the APRS-IS.
