[aprssig] POI engine on APRS-IS (was: SPOT engine on APRS.FI)

i have a similar thing with my QRU server, i havent worked on it for a 
while, but the basic code is there. i'm sure maybe i could modify it for 
that.. I have this weekend off, so if we can come up with a semi-definitive 
list/spec i'll see what I can work on.
