[aprssig] New MSG-OBJ format (rev b) 3 chars?

I believe he's only using the CPAN perl modules that Hessu also uses.  I 
don't believe his implementation is tied directly to aprs.fi, but only 
via the same APRS-IS that we all monitor.  I'd be really disappointed 
otherwise!
