It's the GPS standard of DDMM.mm (Degrees, Minutes and decimal Minutes) APRS just uses the lat/long values as-is the way they come out of a standard NMEA-compatible GPS. Note that there is a delimiter of "period" between the whole and decimal part of minutes, but not between the degrees and minutes.
