[aprssig] How to interpret NWS_WARN messages?

See and study http://www.aprs-is.net/wx/  The MDC019-045 are a 
"compressed zcs" and mean that the alert is affecting NWS zones MDC019 
and MDC045 which are Dorchester and Wicomico in the NWS shapefiles.
