javAPRSSrvr blocks generic (non-directed) queries from passing through APRS-IS.  This was done as programs like WinAPRS would issue a ?PING? when starting up which would get APRS-IS spiking with thousands of immediate replies.  Generic queries were designed around RF so that is where they are kept to help ensure stability in APRS-IS without impacting the proper, transparent transport function of APRS-IS.
