[aprssig] [aprsisce] Transatlantic balloon attempt

Best laid plans and all, the balloon is actually flying APRS as KD2AUC-1 
and using a House symbol.  Currently about 180 miles off the coast of 
Massachusetts at 106,554 feet and moving very slowly.  Putting out a 402 
mile radius footprint from that altitude, so there should be APRS 
tracking for a while longer.
