[aprssig] Monitoring from the sea

I don't have a working HF system, so if anyone could check in there and make
the announcement, that would be great.  Ideally, the person making the
announcement would suggest anyone within 300 miles of 30N and 50W are in the
primary area and it is going east from there.

You've probably already addressed this, but if asked, the Maritime Net on
14.300 kHz might make an announcement for monitoring balloons.
