Yes! That would be a nice improvement - make it less complicated to 
implement in software, and make it easier to understand for humans 
figuring what to put in there. Less options to choose from.

As RFC1925 puts it very well:

In protocol design, perfection has been reached not when there is nothing 
left to add, but when there is nothing left to take away.
