[aprssig] how do we designate alternate igate / digipeaters

Make them with an A overlay.  Since the 2007 Symbol Realignment, every
symbol (not in the Primary table) can have an overlay.

We are setting up digipeaters and igates for alternate frequencies
(144.990MHz for example) in addition to the existing network.  Any
suggestions on the designators to make it easier to distinguish on the map.
