[aprssig] New Version 0.45 of UZ7HO "Soundmodem" Soundcard TNC Released

In addition to UZ7HO's modem, Sivan Toledo (4X6IZ) has written an AX.25 
soundmodem in Java. It's very good for APRS (runs two demodulators in 
parallel to better handle pre-emphasized and non-pre-emphasized audio - if 
either modem decodes, fine - if both modems decode a packet, drops the 
duplicate), and it provides an AGWPE-compatible TCP interface too to 
support existing applications.
