[aprssig] Need help solving an IGate problem

I seem to have a packet-delaying station somewhere in North Georgia, because
I'm seeing time-lagged, out-of-order position packets getting relayed to
into APRS-IS.  Here is a sample of one such station being affected:

Can anyone on this list help me track down the offending digi/igate, and
walk me through the steps to figure this out?
