My first choice would be to send out the objects with a direct path as you  
point out that you have a good coverage of the interstate and the repeater  
is a low level instalation, it might even be better then the digipeater  
transmitting them or you transmitting them only trough the digipeater.
Should your coverage be fastly different then the digipeater you could  
consider sending them trough the digipeater instead but it probably will  
result in a lot more people getting the object then it is usefull to.
Not sure if aprsis can configure a different path for an object then the  
normal path, there might be a program that can send beacons trough a  
shared tnc with agwpe that could be usefull if aprsis can't do it.
