Analysis of the raw packets seems to indicate that KF6RFX-3 was 
experimenting with Proportional Pathing 
(http://www.aprs.org/newN/ProportionalPathing.txt) and was also using 
Mic-E encoding.  Packets were going out with no path, WIDE1-1, and 
WIDE1-1,WIDE2-1 if I saw it correctly.
