[aprssig] ARISS back online?

Looking at Steve's ARISS.NET downlink page, as of 1800 UTC, 4 Nov , the
following ARISS IGates appear to now be tracking the new ISS packet downlink
frequency of 437.550 (+/- Doppler) for almost 2 days now.
