[aprssig] APRS SPEC: Wind Speed confusion

Ah yes. A "Complete Weather Reports with Timestamp and Position" is a !/=
position report, '_' symbol, Wind Direction and Wind Speed extension, then
a weather data field.

My mistake. I retract my question about deprecating it.

I'd still argue that the Wind Direction and Wind Speed extension should
stay in knots to match the other ###/### data extensions, and the c, s, and
g parameters in the weather data string should stay MPH since they've been
very clearly documented using MPH.
