Well, shifting the bits around so that the ASCII values for the 
callsign characters are encoded in fewer bits could be considered a

There are pretty potent microprocessors out there, but I think that any 
new version of the protocol should be able to pass a test like "will it 
run on a PIC16F84 / MC68HC908 / other similarly sized device?"

IMO, general payload compression should be left to a higher layer, and 
layer 2 should be simple enough to implement so that it can be 
implemented on reasonably sized microcontrollers.
