I claim AX.25 is a layer 2/3/4 (link/network/transport) protocol all
smushed into one protocol.

The CCITT/ITU (original) X.25 Recommendation actually includes
two protocols, originally called layer 2 and layer 3, but later
called link-layer protocol and packet-layer protocol.  AX.25 is
based fairly directly on the X.25 link-layer protocol.  (Actually,
there are two link-layer protocols LAP, Link Access Procedure,
and LAPB, Link Access Protocol Bis.)  Beyond that, I would have
to go look at the X.25 Recommendations...
