But those "critical" stations could use a defined hop that would go from one
point to another, which I think is important to keep, so that type of
traffic could still get through.  But when you are talking about broadcast
packets, they should be limited to protect the network so those critical
stations still have bandwidth to use.  Using the ALOHA is just a good idea.
If you are trying to get a packet outside of the circle then you are
probably just wasting your time.  Is there a possibility of the packet
making it that far?  Sure there is.  OR you could be just wasting bandwidth
with retries and collisions that make the entire network fail because then
no one can get a packet out.

I think, if you look at the NSR algorithm closely, there isn't a lot of
sysop interaction necessary.  If v2.2 is enforced, we are talking about 1,
2, maybe 3 digipeater LANs at the most.  There isn't much for a sysop to be
changing.  The problem with limiting based on the misnamed "ALOHA"
circle is that digipeating could cease for critical stations just because of
increased activity amongst one or two.
