[ax25-layer2] PID assignment

I remember when you did that and the lack of response you got.  Maybe
that is something we can get put back in place (a working process to
request PIDs).  This is as good a place as any IMO to try since PIDs are
certainly part of the AX.25 layer 2 spec.
