[ax25-layer2] 7-byte address proposal

I didn't see anything in the code to prevent monitoring and accepting an
incoming connect with other characters. Of course, calls with > or : in them
could make for some odd displays when monitored.

I just tested a KPC3+.  It will monitor and accept a connect from a callsign
with mixed upper and lower case.
