Bob, When a spec says "must support" that means (and has always meant) just that: it _must support_. It doesn't mean anything more (like _only_ support) or less (like _should_ support). I don't want to get into a "it depends on what the meaning of 'is' is" discussion. As far as defining "callsign substitution", that can be done in addition to that sentence there (although there should be no reference to device specific parameters such as MYCALL) or maybe more appropriately in a spec glossary.
