Under #2 in the digipeater algorithm, it reads:

"last digipeated by a digipeater in its "ok" list unless the packet has
been digipeated by a digipeater in its "exclude" list or the packet has
already been digipeated the maximum hop count."

I think a modification to allow a different type of "range" restriction
might be worthwhile.  How about modifying it as:

"last digipeated by a digipeater in its "ok" list unless the packet has
been digipeated by a digipeater in its "exclude" list.  In lieu of an a
"digipeater exclude" list, the packet may be skipped if it has been
digipeated by a digipeater not on the "ok" list."

"the packet has not already been digipeated the maximum hop count."

Moving the second line to its own entry is just for clarity.

Adding the "don't digipeat if already digipeated by a digipeater not on
the "ok" list" alternative to the "exclude" list will probably make
configuration much simpler in most environments yet provide fully for
true LAN operation.

#1 would be changed to:

"Will digipeat all packets (I, S, and U) by repeating packets with the
digipeater's callsign-SSID in the next-to-digipeat position if 
	the total path does not exceed the digipeater's maximum hop
count. 
	the next digipeater (if there is one) in the path is in this
digipeater's "ok" list. 
	none of the digipeaters in the path are in this digipeater's
"exclude" list or, in lieu of an "exclude" list, all digipeaters in the
path must be in the "ok" list."
