[Ham-80211] FCC Licensees in 2400-2483 MHz?

Google for "fcc uls", do a license search, then get a look at the licenses 
issued for 2.4GHz. Apparently you can license equipment on 2.4GHz with 
Part 90. Befuddling, it is.
