pairs do not equal utilization.  In Boston, it's also similarly 
impossible to get a pair on 2 meters or 440. yet if you scan the bands 
outside of a 30 minute to one hour window in rush-hour, you hear 
virtually no activity except a few retirees here and there.

Anyway, this is getting a bit far afield of the topic.
