I know of one affordable 33cm option - http://www.ubnt.com/xr9. There is a
760-780 MHz version but no hint of a ham allocation. There are a few hosts
for the XR9, relatively afforadable from Mikrotik.

But 70cm, which would permit the range I am seeking seems to be an orphan.
