So you've got a shared dictionary consisting of a random stream of bytes that is delimited by timestamps of some sort. And your data looks like 0000000000000000000010000010000000000000000000000001 with '0' meaning 'skip this one'. That's the kind of data stream that compresses really well. So your radio communication would be to send across the satelite number, the starting timestamp and this compressed stream of which bytes you are shopping for.
