Their regulatory ability to experiment and promote new modes on the air. It was a comment on someone paraphrasing that the U.S. ARRL proposal to limit HF bandwidth would stiffle innovation. I was suggesting even now, with the hodge podge of U.S. rules we where already seeing that.
