Appears to  be. I tried a search for VC-H1 on the TAPR site and didn't 
find much.

The purpose of the TAPR HTAPRS SIG has been expanded to include 
discussion of Kenwood's VC H1 (KenCam) and related issues, such as the 
Automatic Picture Relay Network (APRN). So, talk among yourselves about 
VC H1 on HTAPRS.
