[htaprs] VC-H1

Did anything ever happen with the APRN idea?  It wouldn't be too hard to 
add APRS capability to this thing - the processor is in the same family 
as the one in the OpenTracker+ (and the Tracker2) and much of the code 
could be ported straight over.
