Isn't this what White Pages was meant to do?

As I see it how will the network know when a new user joins and where to
get a hold of him.

I like the IMAP idea. Anyone could connect to any BBS anywhere and as
part of the logon process the host would poll the IMAP server and
present the user with a list of his email.
