The encap file is usable as transmitted in distribution files while you get started. But it undergoes change to keep pace with changes to AMPRnet. I don't know the best source for yourself to get a fresh copy installed say each week or month -- a year is too long to wait. Finding the most appropriate copy for yourself may involve activities local to you as we do here in Michigan, USA, because of our subnet desire to make "sorta frequent" changes associated with dynamic IPs. The route.rc file is your personal local route configuration [including adjustments to encap]. It takes local knowledge to design this content. The wiki should help with syntax, and I believe it has a couple example files for you to inspect. The file will be only yours when you are done.
