Brooks Shera did something similar in concept in his GPS controller 
(http://www.rt66.com/~shera/index_fs.htm) and the surplus HP Z3801A GPS 
discplined oscillators you can pick up on eBay also use this idea (and 
add some additional smarts by predicting the oscillator aging rate to 
hold frequency during loss-of-lock).
