[time-freq] A few clues

Hi Steve,

Many details are still missing, for instance I noted the .txt file says conf=11 locks to 10 KHz
multiples. What does that mean ? Dividing 10 MHz by 10 KHz is still 1 KHz from a 1pps lock.
Where is it generating the compare freq ? A theory of how the r2_enhpps_20.pof configures 
the cpld would be useful. Especially since Peter's board isn't doing what is expected, it would 
be nice to have the correct expectation.
