Yet another reflock II 1pps version, v3.0.

This is probably the best version ever for 10MHz (or 5MHz)
gps disciplined standard. And allow you to build a lab-grade
frequency standard.

New features are:
- 2 lock detection indicators df/dt based one
that shows the lock quality at the configured level and the second
that shows the lock quality at 1/10 of that level.
(example)(if we configure lock detector to become on for error less than 
10^-9
the second led will be on for error less 10^-10)
- Digital integration during 1,2,4 or 8 seconds.
(a considerable improvement on the tolerance of  the 1pps jitter)
