I think the issue with dependencies may have been found.

In VC++ 8.0 a new C-runtime library needs to be installed on the target
computer.  I've bundled that (via a merge module) into the installer. 

 

This increases the size of the installer module by about 5x from 450k to
about 2.2 Mb.

 

It's loaded on the TAPR VNA software website, and is called:

 

  VNA_Beta_2.0.1_Setup.ZIP

 

Try it, and let me know if that solves the Application Configuration Error.
