[wxsig] T238 wind speed spikes

There was some discussion a while back about wind speed spikes. I 
thought
I had my problems solved (and the system more stable too) when I 
eleminated
the "wall wart" powering the T238 and connected the weather station 
directly
to the 20 amp Astron also running the radio and TNC.  However I have 
been
seeing some spikes recently.  Yesterday the accured a 5 minutes before 
the
hour on two occasions.  The data is below. Maybe the debug strings on 
the
end can explain something.
